BIOGRAPHIC INFORMATION RE BILL D. BROWN

Education:

BA Degree in History, Secondary Education, Southeastern State University, Durant, Oklahoma – Graduated in 1963.

Investigative Background:

Special Agent, Federal Bureau of Investigation, 1968-1994. Assignments included criminal, as well as foreign counter-intelligence matters in Seattle, WA; San Francisco, CA; Great Falls, MT; and Oklahoma City, OK. Have testified in Federal court more than 100 times in connection with completed investigations and prosecutions. In six-plus years in Resident Agencies, I had the opportunity to work almost every kind of case in which the Bureau has investigative jurisdiction. Received an incentive award and within-grade increase for leading the division (Oklahoma City) in the number of convictions obtained. Served as Polygraph Examiner/Interrogation Specialist, 1985 -1994, with primary assignment the states of Oklahoma and Arkansas for the FBI. Selected by Bureau Headquarters for special polygraph assignments throughout the United States.

Polygraph Training:

Basic Polygraph course at the Department of Defense Polygraph Institute, Ft. McClellan, AL. Advanced polygraph courses at the University of Virginia and the FBI Academy, Quantico, VA. Attended Advanced Polygraph/Interrogation courses presented by the John Reed Institute, as well as annual training seminars sponsored by the FBI and maintain proficiency by attending training sessions offered each year by the American Polygraph Association.

Polygraph Experience:

Have conducted in excess of 2500 examinations, consisting primarily of specific-issue criminal tests, national security, foreign counterintelligence, and pre-employment screening. Conducted a number of examinations in sensitive administrative inquiries concerning the actions of employees. Lectured on Polygraph and interrogation techniques, including In-Service training for Bar Association members in the state of Oklahoma. Qualified as an expert witness in Federal court. Currently conducting both Applicant and Criminal examinations for the Edmond, OK, Police Department on a contract basis.
